Many new carriers don’t realize how quickly things can fall behind without a system to track renewals. From annual updates to quarterly fuel reports, staying compliant isn’t a one-time setup. It’s ongoing.

Unless you’re working with a paid compliance service, the responsibilities fall on you. That’s why we created a simplified checklist to help you understand what’s due, when it’s due, and how to stay ahead of it.

What Each Filing Does and Why It Matters

The USDOT number is a unique identifier that tracks safety and compliance data. The FMCSA requires updates every two years, but insurance companies expect your registration to reflect your current business and contact information every year before renewal.

The MC grants authority to operate as a for-hire carrier in interstate commerce. This is a one-time filing, but ongoing insurance and BOC-3 filings are required. If reinstated due to inactivity, a $80 fee applies, and activation typically occurs within 7–14 days of payment.

The BOC3 assigns legal process agents in every state where you operate. These agents receive legal documents on your behalf. Only a registered process agent can file this form with the FMCSA. BOC3 is typically a one-time filing that stays valid indefinitely—unless something changes.

UCR is a state-level registration required for interstate carriers, brokers, and freight forwarders —based on fleet size. It must be renewed annually by December 31st. We recommend renewing between October and December to avoid late penalties or enforcement delays at roadside inspections.

Carriers operating solely within Texas must obtain a TxDMV certificate, which grants intrastate authority for both for-hire and private operations. Registration is valid for one or two years and must be renewed before expiration to avoid penalties. Active insurance must be filed with TxDMV.

Application reviews take 24–48 business hours. If you’ve held or been linked to a prior certificate, allow an additional 7 business days for processing.

Form E is a state-level proof of insurance required for TxDMV registration. It’s filed electronically by your insurance provider once your policy is bound and confirms you meet Texas liability coverage requirements. Without it, your TxDMV number won’t activate.

IRP allows carriers to operate across multiple states using apportioned plates. Registration requires active insurance, a vehicle title, and proof of 2290. You’ll also need your USDOT/MC numbers and mileage estimates.

IRP must be renewed annually, usually by the last day of your registration month. Late renewal can lead to penalties or revoked plates—start early to stay compliant.

Form 2290 is a federal tax required for vehicles weighing 55,000 lbs or more. It must be filed annually for each qualifying vehicle, with payment due by August 31 for the tax year starting July 1. Proof of payment is required for IRP registration and renewals.

IFTA streamlines fuel tax reporting for carriers operating across state lines. You report all miles and fuel purchases quarterly through your base state, which distributes taxes to each jurisdiction.

You’ll need to track mileage and fuel per state, file on time to avoid penalties, and renew decals annually for each qualified vehicle.

KYU permit is required for vehicles over 60,000 lbs traveling in Kentucky. Carriers must obtain a KYU number and file quarterly reports based on miles traveled in the state. Failure to file or pay on time can lead to penalties or suspension of your KYU account.
