The Texas Department of Motor Vehicles launched the Texas Motor Carrier Credentialing System, or TxMCCS, on August 3, 2026.
TxMCCS replaces the former Motor Carrier Credentialing System and eLINC platforms. Texas motor carriers now use the new system to apply for operating authority, manage company information, renew certificates, and print cab cards.
Existing carrier information was transferred into TxMCCS, but old account access did not transfer with it. Every user must create a new TxMCCS account, and existing motor carriers must claim their certificate before managing it through the new system.
Existing Motor Carriers Must Claim Their Certificate
Having an existing TxDMV Certificate does not automatically connect the certificate to your new user account.
To establish access, TxDMV instructs existing carriers to:
- Go to the TxMCCS website and select “Sign Up” to create a new account.
- Enter the TxMCCS Application Portal and select the option to claim an existing motor carrier certificate.
- Accept the terms, select “Motor Carrier,” and continue to the next screen.
- Enter the company’s USDOT number and Employer Identification Number.
- Review the company information and select “Claim Certificate.”
- Select “Go to Company Details” and confirm that the certificate appears in the account.
The USDOT number and EIN must connect correctly to the transferred company record. Motor carriers experiencing problems should contact the TxDMV Motor Carrier Division rather than repeatedly creating new accounts.
A Licensing Agent Cannot Complete the First Step for the Carrier
TxDMV has made an important distinction regarding licensing agents.
A licensing agent can only access a motor carrier after the carrier has created its own TxMCCS account and authorized the licensing agency to act on the company’s behalf.
The licensing agent cannot claim the company’s certificate first and then provide access to the motor carrier.
BTP recommends that the owner or authorized company representative complete the initial account setup and certificate claim using an email address the business regularly monitors. Once the certificate is connected, the company can authorize its licensing agent through TxMCCS.
What New Motor Carrier Applicants Should Expect
New applicants must have a valid USDOT number before applying for Texas motor carrier operating authority through TxMCCS.
TxDMV states that initial applications are generally reviewed within 24–48 business hours. When an application is approved, the motor carrier receives a Unique Identifier Number, or UIN.
The carrier must provide the UIN to its insurance company so the required insurance filing can be submitted electronically. After the filing is completed, TxMCCS directs the carrier to log back into the account and pay the required fees.
Once payment is complete, the UIN is converted into the company’s official TxDMV Certificate number.
Applications connected to a previous authority or certificate require additional review and may take seven additional business days.
Purchasing an insurance policy does not complete the TxDMV registration process. The required insurance filing must be submitted electronically by the insurance company, and the carrier must complete the remaining TxMCCS steps and fee payment before the certificate is issued.

Do Not Assume the Transition Is Complete
If your company previously used MCCS or eLINC, do not assume your old login will provide access to the new system.
Create the new account, claim the transferred certificate, review the company information, and confirm that the certificate and related records appear correctly.
This is also a good time to verify that the company’s contact information is current and that the correct people are receiving registration, insurance, renewal, and credentialing notices.
